Cybele K. Daley
Law enforcement has a passionate and formidable ally in Cybele Daley, a vice president at Van Scoyoc Associates.

Her practice entails both the high-tech hardware and complicated policy issues of criminal justice. But her motivation is simple - finding ways to help law enforcement and public safety officers do tough jobs, better and safer.

“There is no greater constituency than law enforcement. They’re just good people,” Ms. Daley said. “They’re always trying to get it done with whatever they’ve got. That’s why I enjoy fighting for them.”

Before joining VSA in 2008, Ms. Daley had worked in Washington for almost 20 years, with about half of that time in positions of increasing responsibility at the U.S. Department of Justice. Her work culminated in a 2007 assignment as acting assistant attorney general over the Office of Justice Programs and its $2-billion budget.

Before, she was principal deputy assistant attorney general, deputy assistant attorney general, special assistant to the assistant attorney general for legislative affairs, and chief of the U.S. Marshals Service Office of Congressional Affairs.

Her experience at Justice spanned management, policy development, congressional liaison, and internal and external communications. She regularly advised senior department officials, including the attorney general.

Ms. Daley specializes in intellectual property rights enforcement, computer crime, critical infrastructure protection, cyber security, economic espionage, electronic surveillance technology, grant-making, and the appropriations process, among other interests.

Ms. Daley worked two years as a policy advisor to the undersecretary in the Office of Enforcement at the U.S. Treasury Department, which at that time had prime responsibility for many criminal justice programs, including control of firearms and explosives. She prepared testimony, analyzed and reviewed proposed legislation, and responded to congressional inquiries and proposals.

She served on the staff of the Senate Appropriations Committee for another two years, preparing appropriations bills and reports for the Treasury, Postal Service and General Government Subcommittee. During a brief break from government, she worked for a company known for ballistic imagery techniques.

Ms. Daley earned her bachelor of science in political science at the University of Arizona, Tucson. Among her important honors are the Attorney General’s Distinguished Service Award (2002) and the Director of the Marshals Service Special Achievement Award (1998).

At Van Scoyoc Associates, Ms. Daley has developed a varied clientele including a national youth group, a law enforcement labor committee, and an organization committed to forensic sciences and assisting crime labs.
