Evich joined VSA following a five year tenure with Representative John T. Doolittle of California, a member of the House Appropriations Committee. As legislative director, Evich provided guidance on all legislative matters, with a specific focus on appropriations. In addition to coordinating and managing the annual appropriations initiatives, he had responsibility for transportation, resources, energy, environment, and health care issues. Evich worked on constructing and developing the Water Resources Development Acts (WRDA) of 1999 and 2002, and worked with the House Transportation and Infrastructure Committee staff during consideration of the Transportation Equity Act for the 21st Century (TEA-21), and the Aviation Investment and Reform Act for the 21st Century (AIR-21). He served as personal office liaison on issues related to the congressman's position as Chairman of the Subcommittee on Water and Power and as lead staff member to the House Western Caucus, members from Western states who focus on environmental and natural resources policies. Prior to this, Evich worked four years in the office of Representative Donald Manzullo of Illinois. During this time he developed policy positions and legislative initiatives covering transportation, environment, tax, health care, labor, and education. Evich earned his bachelor of arts degree in political science from St. Joseph's University and a master's degree in legislative affairs from George Washington University.
