Carolyn Fuller
Carolyn Fuller has been a Vice President at Van Scoyoc Associates, Inc. (VSA) since 1993. She has focused on appropriations and policy issues involving research, science and technology, education, literacy and humanities, advanced computing and networking, distance learning and high technology economic development. Her principal clients are colleges and universities, coalitions of academic institutions and technology organizations.

She has helped develop a number of appropriations and authorization proposals, prepared policy papers, and guided appropriations and policy legislation through Congress. She has also been involved in the development of a number of grant applications and in facilitating interactions with appropriate executive branch departments and agencies. Through her work with several higher education coalitions, she has had exposure to a wide-range of research and technology issues.

Prior to joining VSA, Ms. Fuller spent more than 20 years as professional staff in the U.S. Senate, with much of her time devoted to appropriations issues. She was the first woman to head an appropriations subcommittee staff, when she took over the Military Construction Appropriations Subcommittee. During her time on appropriations, she worked on accounts for education, science, research, arts and humanities, networking and telecommunications across a broad range of departments and agencies including the National Science Foundation, National Aeronautics and Space Administration, the Departments of Defense, Education, Commerce and the Environmental Protection Agency. She also spent several years as professional staff on the Senate Select Committee on Intelligence, where she worked on budget and legal issues.

Ms. Fuller received her B.A. from Hollins College in Roanoke, Virginia, where she was elected to Phi Beta Kappa; her M.P.A. from American University in Washington, D.C.; and her J.D. from Georgetown University Law Center. She is a member of the District of Columbia Bar Association and the American Bar Association.
