Tom Quinn Prior to joining VSA, Quinn served as legislative director and appropriations associate for U.S. Representative Peter J. Visclosky of Indiana, a senior member of the House Appropriations Committee and ranking member of the energy and water subcommittee. Quinn's major focus was on appropriations matters and economic development through public-private partnerships. He was responsible for coordinating and managing the congressman's appropriations initiatives for 8 of the 10 appropriations subcommittees; he worked closely with the Transportation & Infrastructure Committee on the Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (SAFETEA- LU) and Water Resources Development Act (WRDA). Quinn coordinated and managed the congressman’s legislative priorities, with oversight of authorizing legislation. He was instrumental in Representative Visclosky co-founding the House Croatian Caucus. Quinn was awarded the baccalaureate degree in political science with a concentration in Middle Eastern Studies from the College of the Holy Cross in Worcester, Massachusetts. He is a native of Oradell, New Jersey.
