Jay Stone
Jay Stone serves as Vice-President at Van Scoyoc Associates, Inc. (VSA). Stone came to VSA after working in the Bush administration at the United States Department of Energy as the Chief of Staff to the Deputy Secretary of Energy, W. Henson Moore. Stone's responsibilities included overseeing the day to day operation of the deputy secretary's office, managing policy development and implementation, and accompanying the deputy secretary on domestic and international missions.

Stone currently represents clients on issues dealing with telecommunications, technology development in the Department of Defense, oil and gas, the environment, tax policy, university research and appropriations matters. He also has clients who deal with several other federal agencies, including the Department of Energy and the Department of Transportation. During the 1992 presidential campaign, Stone was Chairman of the Committee of Senior Energy Advisors to the President Bush campaign.

Prior to his Department of Energy position, Stone served in the White House as Special Assistant to President Ronald Reagan for Legislative Affairs. In this position, he implemented presidential policy relating to congressional activities, briefed members of Congress on administration legislative initiatives such as tax, health and energy, and tracked major legislation in several congressional committees, including House Ways and Means and House Energy and Commerce Committees.

For six years prior to his White House service, Stone was the owner of Jay Stone and Associates, Inc., a government and public affairs consulting firm in Washington, D.C. The firm represented public and private clients before agencies of the federal government and the Congress. Their largest client was the State of Louisiana.

Before going into business for himself, Stone was the administrative assistant to then Representative W. Henson Moore of Louisiana, working closely first with the Energy and Commerce, and later with the Ways and Means Committees. He was responsible for all activities of Moore's personal office including legislative oversight and serving as the chief political advisor. Prior to coming to Washington in 1975, Stone was the executive director of the Republican Party of Louisiana, the campaign coordinator for the Dave Treen for Governor Campaign, and the field director for the Associated General Contractors in Baton Rouge, La.

A native of Springhill, Louisiana, Stone received his Bachelor of Arts in political science from Tulane University. He then served as a lieutenant in the United States Navy for four years. As Air Intelligence Officer, he served in Attack Squadron 25 aboard the USS Coral Sea during two Vietnam combat cruises.
