David Jolly

Vice President

David Jolly serves as Vice President at Van Scoyoc Associates, managing a large and diverse portfolio of Federal appropriations matters while promoting the highest industry standards and a commitment to regular pro bono activity.

Mr. Jolly, an attorney, built his current practice on a background of nearly 12 years working in the House of Representatives, including serving five years as General Counsel to the then-Chairman of the House Appropriations Committee. 

At VSA, Mr. Jolly’s portfolio of clients includes private and publicly held businesses, research universities, higher education institutions, large municipal clients, national research coalitions, community and economic development organizations, non-profits, and land-use and real property development organizations.

Mr. Jolly is candidly bi-partisan and works regularly with Members from both sides of the political aisle.  He is known as a trustworthy advocate with demonstrated industry acumen.  The breadth of Mr. Jolly’s practice is reflected in the results he has accomplished for clients with significantly diverse interests.  Recent advocacy work for Mr. Jolly has included the following:

  • ● Small business defense and homeland security programs focused on protecting forward-deployed personnel and assets
  • ● U.S. Navy research, development, and procurement programs to increase fleet readiness
  • ● Military medicine programs for injured service members
  • ● Department of Defense 6.1 university basic research initiatives
  • ● Deployable emergency communications networks
  • ● Equipment grants to rural and small jurisdiction first responder units
  • ● Reprogramming of funding for Congressionally directed Department of Defense programs
  • ● Law enforcement programs, including a broad-based initiative to increase funding for the U.S. Marshals Service and regional initiatives to fund local law enforcement technology programs
  • ● Local transportation and infrastructure projects, including major capital improvements, alternative transportation projects such as rails-to-trails, infrastructure to support brownfields redevelopment, airport infrastructure upgrades, Corps of Engineers coastal projects, and public health infrastructure
  • ● Non-profit development projects to provide housing and related services to underemployed veterans and at-risk youth
  • ● Medical research programs in neurology and regenerative medicine

In addition to this portfolio, Mr. Jolly remains committed to pro bono activities and advocacy projects.  In recent years, Mr. Jolly has served as a pro bono advisor and advocate for Support Jessie’s Law, a non-profit committed to securing resources for law enforcement to track and apprehend child predators.  Mr. Jolly has advised the non-profit Central City Community Development Corporation in Central Florida to help secure funding for facilities for underemployed veterans and at-risk youth.

Mr. Jolly also founded and volunteers as Executive Director for the non-profit Pinellas Area Federal Contractors Association, an economic development organization in Central Florida advancing the interests of the Federal contracting community.  For many years, Mr. Jolly worked with returning members of the Armed Services and their families at National Naval Medical Center Bethesda and Walter Reed Army Hospital, and he has been recognized for this service by past Surgeons General of both the United States Navy and the United States Army.

As a fifth-generation Floridian with nearly 15 years advancing Florida’s priorities on Capitol Hill, Mr. Jolly attracts many clients with offices and interests in the State.  He remains a resident of the Tampa Bay area and is active in civic and community affairs.  Mr. Jolly contributes to the community through service on several Boards, including the Boys and Girls Clubs of the Suncoast, the Board of Advisors for the Elder Law program at Stetson University School of Law in St. Petersburg, the Clearwater Veterans Alliance, the Town of Indian Shores Public Services Committee and Board of Adjustment, and the Suncoast Tiger Bay civic club.  Together with his wife, Mr. Jolly has also established a law school scholarship for working professionals engaged in an evening Juris Doctorate program.

For his industry leadership and community contribution, Mr. Jolly was recognized by the Gulf Coast Business Review in its July 2009 “40 Under 40” profile of leading regional professionals.

Mr. Jolly received his Bachelor of Arts in History from Atlanta’s Emory University.  He then studied in the evenings to earn a Juris Doctorate cum laude from the George Mason University School of Law.  He is admitted to practice in both the District of Columbia and the Commonwealth of Virginia.
