Kevin Patrick Kelly

Director, Government Relations, and Counsel

Kevin P. Kelly serves as Director, Government Relations, at Van Scoyoc Associates, where he works with municipal and university clients on appropriations issues. 

Prior to joining VSA he was Legislative Officer for City of Baltimore’s Department of Transportation.  He began his political career as Director of Special Projects for U.S. Sen. Barbara Mikulski, D-Md.

Mr. Kelly directed special projects for the Greater Baltimore Committee, with responsibilities for transportation, economic development, and criminal justice policy issues.  He also directed marketing and business development for the Greater Baltimore Alliance, a regional economic development organization.

The University of Baltimore granted his law degree in 1999, and he earned a Bachelor of Arts degree from Washington College in Chestertown, Md. Mr. Kelly is a member of the Maryland Bar Association.
