Under Mr. Efrus’s leadership, Van Scoyoc Associates’ Information Technology Marketing Practice has achieved an enviable record of success.  Many enterprise software vendors, information technology hardware providers, and Federal systems integrators have benefited from Mr. Efrus’s counsel during his distinguished 20-plus-year career in government and industry.

“My passion, the reason I came to Washington some years ago, was to be at the intersection of business and government,” Mr. Efrus said.  “I’ve held senior positions in both government and industry, and while I understand policy and appropriations, my client focus is on procurement-related revenue outcomes, the bottom line.”

Mr. Efrus’s thorough knowledge of the interaction between the procurement process and Congress’s oversight responsibilities sets him apart, whether that entails arranging for leaders of client firms to appear as expert witnesses before relevant committees, or making sure that agencies consider the right requirements and criteria in Requests for Proposals and related solicitations.

Having worked both sides of the Federal marketing equation, Mr. Efrus can bring both corporate and government perspectives to bear, helping companies seize existing opportunities, while preparing them to expand their market share into the future.

Showing companies how to align their offerings with the Federal marketplace’s demands is as important as presenting existing products in the best light to the right people, Mr. Efrus believes. Consequently, he has delivered results both for clients seeking to enter the Federal market as well as those established vendors seeking to sharpen their competitive advantage.

Before coming to Van Scoyoc Associates, Mr. Efrus doubled the size of one firm’s government marketing practice, created profitable new lines of service there, and helped clients capture over $50 million in government contracts. He led the Federal marketing division of ColumbusNewport, LLC, a venture banking and business-consulting firm, from 1998-2002.

As a Vice President at The Jefferson Group, a Washington, D.C.-based business consulting and lobbying company, Mr. Efrus managed the Information Technology Sector, and helped clients meet revenue objectives and enter new markets. From 1996-1998, he also led the firm’s new business development efforts.

Mr. Efrus was a founding employee of the Center for Space and Advanced Technology, a government technology consulting firm, where he managed business development efforts and led client service teams. As a Presidential Management Fellow at the National Aeronautics and Space Administration, Mr. Efrus served as a Congressional Liaison Officer in the Office of Legislative Affairs and as a Special Assistant in the Office of Commercial Programs. On Capitol Hill, Mr. Efrus served as a Legislative Assistant to U.S. Sen. Paul Trible, R-Va.

Mr. Efrus holds a Master of Public Administration degree from The George Washington University School of Business and Public Management and a Bachelor of Arts in Political Science from George Washington University’s Columbian College. Mr. Efrus was formerly President of the 200,000-member George Washington University Alumni Association.
