David Haines works with a variety of VSA’s public sector and corporate clients to develop and influence legislative initiatives, appropriations requests, and competitive grants. Focusing his advocacy on local government, transportation, and economic development issues, David helps clients find their way through the often complex federal bureaucracy in order to achieve their desired outcome.
Prior to joining VSA, David spent nearly five years working in both the House and Senate for Members of the Texas delegation. He served as a Legislative Assistant to former Senator Kay Bailey Hutchison (R-TX), working extensively on appropriations and legislative issues related to energy, agriculture, natural resources, and other issues. Before that, David worked for former Congressman Kenny Marchant (R-TX).
Originally from Lindale, Texas, David is a graduate of Texas A&M University and received a certificate in Security Studies from the National Defense University. He currently serves on the Board of Directors for the Texas State Society. David lives with his wife Elizabeth in Falls Church, Virginia.
