Ray Cole is a veteran GOP legislative and political strategist. As a Vice President at VSA, Ray brings clarity and tactical effectiveness to complex budget and legislative matters for clients across a wide array of issues, including transportation, financial services, energy, defense, health care, agriculture, and trade.
Ray helps clients craft and execute government relations campaigns to align their needs with Executive Branch and Congressional priorities, as well as to manage unavoidable crises. He provides strategic counsel across a full range of legislative issues, and helps clients use policy initiatives to leverage new programs and projects, including regulatory and policy changes, grants, research projects, and other opportunities that emerge through the legislative process.
Prior to joining VSA, Ray as a senior staff member to U.S. Senator Richard Shelby (R-AL). In 2001, the Bush-Cheney Transition Team picked Ray as an advisor on the U.S. Department of Commerce. He also worked as a consultant to Bush for President 2000 and for Bush-Cheney 2004 Inc.
A graduate of The University of Alabama with a Bachelor of Science degree in Commerce and Business Administration, Ray serves on the UA President’s Cabinet and is a member of the Advisory Board for the Blackburn Institute.
